Founded in 2000, Agora is an urban development company created through a partnership between the Luxembourg State and ArcelorMittal. Its mission is to lead the development and redevelopment of the Belval site, a former steel industry area in southern Luxembourg.
For over twenty years, Agora has been supporting the transformation of this industrial site into a contemporary urban district, integrating traces of its past into a new territorial organisation.
The development of Belval as a hub for education, research, innovation and culture marks a key step in this evolution. Today, the site reflects an approach where industrial heritage and new uses coexist and interact.
In this context, Agora continues to develop the district, ensuring quality urban planning, functional diversity and overall coherence.
Today, Belval brings together housing, workplaces, academic institutions, cultural facilities and public spaces in a constantly evolving environment.
Main missions:
• Lead the development and planning of the Belval site
• Ensure the reconversion of a former steel industry site
• Integrate industrial heritage into urban development
• Promote mixed uses (housing, work, culture, education)
• Support the attractiveness and evolution of the territory
Through this project, Agora contributes to making Belval a vibrant district where industrial heritage and contemporary dynamics meet.
